SVSUG Bylaws

These bylaws were developed and adopted by the members of the Board of Advisors in December of 2004.

Statement of Purpose:
Originally conceived as a federation of in-house SAS® users groups, the Sacramento Valley SAS® Users Group strives to draw together and serve all SAS® users in the Greater Sacramento Area by providing opportunities for members to help each other and to learn about SAS® Software.

Membership:
Membership in the Sacramento Valley SAS® Users Group is open to all people in the Greater Sacramento Area with an interest in SAS® Software. There is no charge for membership, nor any charge for regular half-day meetings.

Elections:
Election of up to 20 Members of the Board of Advisors will be held at the first SVSUG meeting of each calendar year. SVSUG members interested in serving as Members of the Board of Advisors will submit to the current SVSUG Chair a statement of interest in serving as a Member of the Board of Advisors for the next calendar year. Attendees of the first SVSUG meeting in each calendar year shall vote for up to 20 Members of the Board. If there are more than 20 candidates, the 20 with the highest total number of votes shall be chosen to serve.

The Members of the Board of Advisors will, based on the interest and experience of the Members, select individuals to serve as Chair, Newsletter Editor, Web Master, and Mailing List Manager. Nothing in the foregoing statement precludes the selection of a person who is NOT a member of the Board to fulfill any of these roles as circumstances dictate except for the Chair who must be a duly elected Member of the Board.

Roles and Responsibilities:
All Members of the Board of Advisors shall serve as liaisons between SVSUG and their respective organizations, and shall advise the Chair on decisions of policy.

The SVSUG Chair shall serve as the primary liaison between SVSUG and SAS® Institute Inc. User Group Support. The Chair shall also appoint Program and Operations Chairs for each meeting and shall assist them in planning and carrying out the meeting.

The Operations Chair shall make arrangements for a meeting room and any necessary audiovisual equipment. The Program Chair shall invite speakers for the meeting, and compose a suitable announcement to be sent to members.

Together, the Program and Operations Chairs will conduct the meeting. The Mailing List Manager shall maintain a current list of e-mail addresses for all people who have expressed interest in SVSUG and shall forward to that list messages of interest to SVSUG members.

The Newsletter Editor shall produce an annual newsletter working with the SAS® User Group Support Contact Person assigned to SVSUG to see that the newsletter is delivered to SAS® User Group Support in accordance with their requirements.

The Web Master shall maintain a web site posting information about SVSUG meetings and other information of interest to SVSUG members.

Changes to these bylaws:
Any changes to these bylaws shall require approval by a simple majority of the current Members of the Board. Board Members may vote in person, by phone, or via e-mail.
